A story of fraud has come to light in the “Chief Minister Group Marriage Scheme” (Mukhyamantri Samuhik Vivah Yojana), which everyone is shocked to hear. In Maharajganj district of Uttar Pradesh, under this government scheme, marriage of brother and sister was done to embezzle the money. When the matter came to light, the officials of the Social Welfare Department were in shock. The officials hastily registered a case against the accused brother and sister in the police station.

The government money given after marriage has also been stopped and the goods given to them during marriage have been taken back. This is not the first incident when news of fraud under the Chief Minister Mass Marriage Scheme has come to light. While on one hand the government scheme seems to be going well due to fraud, on the other hand the image of the government is continuously being tarnished.

While talking to The Quint Hindi, UP Minister of State for Social Welfare Aseem Arun said that after the recent corruption cases in the Chief Minister’s Mass Marriage Scheme, the department has taken several steps to stop the rigging.

Under the scheme, marriage certificates will be given to eligible brides and grooms at the mass wedding venue. The grant received under the scheme will be transferred to the applicant’s account only after marriage registration through marriage certificate. Apart from this, after the mass marriage program organized under this scheme, a survey of 10% of the couples included in it will also be conducted.

What is Chief Minister Mass Marriage Scheme?

Under the Chief Minister Mass Marriage Scheme, the state government provides financial assistance for the marriage of marriageable girls of poor families and organizes marriages as per their religious beliefs, customs and traditions.

Under the scheme, ₹ 51,000 is spent per couple by the Uttar Pradesh government, out of which ₹ 35,000 is deposited in the bride’s bank account, ₹ 10,000 is given as gift material to the bride and groom and ₹ 6,000 is spent on grandeur of the ceremony. is done.

How is the rigging taking place?

The center of rigging and fraud in this scheme is ₹ 35000 which is given to the bride’s account after marriage. With the connivance of Social Welfare Department officials and brokers, those ineligible and fake couples who are either already married or from poor families are included in this scheme by luring them with money. The bride and groom are included.

Here the job of the mediator is to identify such poor families present in the village, persuade them and include them in this scheme.

Active mediators get these families to fill the scheme forms and collect the necessary documents from them – photocopies of Aadhaar, PAN card and bank passbook. These fake applications are also verified by government officials of the Social Welfare Department involved in corruption. Under the scheme, on the day of mass marriage, the boy or girl present in the family has to reach the wedding venue as bride and groom and their fake marriage is conducted.

After marriage, ₹ 35000 is transferred to the bride’s account by the Social Welfare Department. This is where Bandarbat begins. Out of these ₹35,000, 10 to 15,000 rupees are given to the bride or her family and the remaining ₹20,000 goes into the pockets of officials and brokers.

The department woke up from sleep after the Ballia case

During the mass marriage of 537 couples held on January 25 in Ballia district of UP, a video of girls getting married by garlanding themselves and hired grooms hiding their faces went viral on social media. When the viral video was investigated, it was found that out of 537 couples, at least 240 fake couples were taking advantage of this scheme.

An investigation by Quint Hindi revealed that brides were prepared to be included in this scheme for ₹ 15,000 and grooms for 2 to 3 thousand rupees. The government’s investigation also revealed the involvement of Social Welfare Department officials.

In this case, 16 people were arrested, including four officials of the Social Welfare Department and 12 middlemen who had tried to get the benefits of the scheme by verifying fake couples in connivance with the officials of the scheme.

The latest case is from Maharajganj district of UP. On March 5, 2024, a program was held under the mass marriage scheme in Development Block Parishad Lakshmipur. In this scheme, applicant Preeti Yadav had applied for a groom in the name of Ramesh Yadav. Preeti and Ramesh are already married. When Ramesh Yadav did not reach the wedding venue in the mass marriage ceremony, applicant Preeti Yadav made her real brother Krishna Yadav sit as the groom.

When the authorities got wind of this through the media, a case was registered against Preeti Yadav and Krishna Yadav under sections 419 and 420 of the Indian Penal Code at Purandarpur police station in Maharajganj.

While talking to Quint Hindi, Village Development Officer Chandan Pandey said that in this case, ₹ 35,000 received as a government grant has been banned and all the goods given under the scheme have been taken back.

Chandan Pandey further said that as a result of the action, Rural Development Department Secretary Milind Chaudhary has been suspended.

A similar case was seen in Jhansi district. During the mass marriage ceremony on 27 February 2024, each bride took seven rounds with her brother-in-law. When there was suspicion, when the investigation was done, it was found that due to the bride’s real groom not reaching the venue, the bride put a garland around her brother-in-law’s neck to take advantage of the scheme.

Social welfare officer Lalita Yadav had ordered an investigation into this matter while banning government grants.

The department has learned a lesson from the incidents of rigging

While talking to Quint Hindi, UP Social Welfare Minister Aseem Arun said that taking lessons after the Ballia incident, some changes have been made in this scheme.

Marriage Certificate” containing photographs have started being issued to the brides and grooms participating in the mass marriage program at the wedding venue itself. This will establish one thing as to who got married to whom. Marriage is also registered with this marriage certificate, after which it becomes part of the official documents. After marriage registration, the grant amount will be transferred to the applicant’s account.

The Minister further said, “In order to prevent rigging, a “post-event sample survey” is also being conducted after the mass marriage program in which 10% of the couples participating in the program are being tested. In this, it is being ascertained that It is being wondered whether these couples are already married and have joined the scheme only to take advantage of it.

Minister Aseem Arun said that under this scheme, the entire process from registration to marriage registration will now be done online. “This was a new scheme and most of the work was being done on paper. Now it has been made online through the portal, which will make it easier to check things and if something goes wrong, accountability can also be fixed.
